Infrastructure Contributions Reform

In 2021 the NSW Government proposed reforms to the system of infrastructure contributions in New South Wales. A detailed package of information was exhibited.

LGNSW and a majority of councils across NSW were concerned that councils would be left worse off as a result of these proposals. See LGNSW’s submission.

In November 2021, LGNSW secured confirmation from (then) Planning Minister Rob Stokes that no council would be worse off under the reforms.

The former NSW Government confirmed in 2022 that the 2021 legislation would not be progressed at this stage.

In May 2023, the NSW Government introduced an amended package to the NSW Parliament to implement a proposed new State Infrastructure Contributions framework. The Environmental Planning and Assessment Amendment (Housing and Productivity Contributions) Bill 2023 proposes a new approach to state infrastructure contributions to support housing and productivity in key growth areas for NSW. The Bill was referred to Legislative Council Portfolio Committee No. 7 - Planning and Environment for inquiry and report. LGNSW made a submission.
